Minute by the Acting Colonial Secretary.
Your Excellency.
For the purpose of considering the claims of
the Portuguese Officers of the Civil Service to increase of
pay, I have divided them into 5 classes as follows :-

9 years
(c) 10
19 years
(d) 20 29 years
(e)
30 years & upwards

of those in class (a) there are 5 only who
have received no increase since 1895.But of these five, Mr. L.J.Lopes has only 4 years' service, draws a salary of $110 and $15 a month as keeper of the accounts of the Widows' and Orphans' Fund or a total of $125 a month, which I think is adequate.Mr.Kew is down for an increase in 1899 from $50 to $60 a month but has been temporarily appointed a Clerk in the Sanitary Dept.on $80 a month; his service is 4 years. He has no
claim. Of the other 3 in class (a) who have received no in-
crease
